I believe that fuse is on the passenger side, did you check those?
I'll post a wiring diagram shortly, do you have a voltmeter?

There is a relay for the horn. The relay for a 93 Buick is in the Relay Center on the firewall and is second from the left as you face the relay center (2nd from the passenger side).

The relays have a spring clip under them that snaps down to lock them in. Raise that with a steak knife or something. The relay can be switched with another relay there that has the SAME part number to see if the relay is the problem.

I checked the fuse under the passenger side, but didn't check the relay, and yes I have a volt meter, thanks !

Changed the relay with the one next to it and still no horn ?????

I'm having the same issue with my 92 SSEi, all electronic work accept the horn. I'll check the fuses.

Also check the horn relay in the maxifuse relay center on the firewall of the engine bay.

I checked the manual and apparently Pontiac decided to put the fuse for the horn hidden under a bunch of panels under the dash that i really don't want to mess with. Nothing'* ever easy, is it?
