That would indicate that your air bag/horn swtich (aka the airbag bracket) isn't installed correctly.

You might want to disable the SIR by unhooking the battery for at least 30 min and then removing and reinstalling the airbag via the torx head bolts on the back of the steering wheel.

Same thing has happened to me: the horn would work, but only if one side of the steering wheel was pressed, not the other....now it doesn't work at all
....I've got a multimeter & will be unhooking the battery anyway because I'm putting in my new MSD coils this weekend
I figured I'd first run leads from the battery directly to the horn to confirm it works...
I've bought the relay & fuses, but if I've got to go into the steering wheel, what should I look/check for? :?

Our setup for horn is so simple it can be tough to understand when you first see it.

The airbag/horn switch is held to the steering wheel with 4 torx head bolts. Backside of steering wheel to get them. Then it can be pulled forward slightly to see behind and disconnect the airbag (yellow connector) and horn ground (single wire). Looking at the airbag bracket, there are four bolts that appear to hold the bracket to the bag. They have a plastic sleeve and include a spring on each. That'* the switch, when you push the airbag..the springs compress and the bracket (that is grounded by the single horn ground wire) touches the rest of the wheel where the horn ground circuit is completed.

Check those four bolts/springs. Personally I've had good luck removing and reinstalling. No work to be done except ensure you tighten the bolts to hold the airbag to wheel a little each ..until they tighten.

Just as an FYI: I got my horn up and running

I first ran power to both horns directly from the battery & confirmed they work: I have two bumps on my head to prove it!
I then swapped out the fuses [both inside the car as well as on the firewall]: still nogo :?
Finally, not looking forward to having to take the steering wheel off, I went out & bought a relay, swapped it for the one on the firewall & SUCCESS!

Not only do I have a horn & can pass NY State Inspection, but they both now work as opposed to just one: what sweet music for my ears!
