High beam dilema

High beam dilema
Okay - its seems my high beams on my 1993 ssei bonneville is malfuntioning.
1) when you turn them on they either work or they dont.
2) if they are not working, I can hear a clicking noise on the fuse box under the dashboard and the fogs lights are flash on and off.
3) when they dont work, the blue high beam indicator does not show on the dashboard or HUD.
4) when they do work, they work fine.
What is the deal, is there a switch or relay I'm overlooking.
