As an FYI, I had some help figuring out what I was doing wrong with the multimeter (doh). I temporarily bypassed the relay and the fans come on. So.. yep its the relays. Replacing tomorrow if I can find them in stock anywhere, otherwise, I'll find them during the junkyard run at NEBF.
