ECM relearn
 
1995 Olds 98

INITIAL ISSUE: all gauges EXCEPT speedometer stopped working.

swapped ECM.

(don’t know if I pulled the “ECM FUSE”)

followed relearn instructions found on Google

dash gauges still not working

A friend of mine that is a mechanic advised me to get it.

A real mechanic wouldn't recommend swapping out a $600 part on a whim.

Verify all grounds and connections are good. ie, friction test on your female connections at the cluster.

yessir all that was done. The ECM is back installed and working properly. I returned the new one and reinstalled the original.

His reasoning behind it was because I said my gauges weren’t working…. I asked him what would cause that; what do I need to do to fix this issue.

Sounds like a bad connection to the gauge cluster or possibly that the logic board on the gauge cluster has gone bad. I'd start by removing the gauge cluster completely, then reinstalling. If it is a dirty/bad/etc. connection at the back of the gauge cluster, this might fix it.

Well the gauge issue isn’t fixed but I did reinstall the original ECC
