my fronts are prety stained by break dust too, but i baut this stuff at the dollar store, works amazing. its called street appeal, by far best stuff i've ran into so far

Sounds like there is still a problem after the rims are cleaned with a cleaner.

I would try Dupont # 7 Chrome polish and el cheepo microfiber towels. # 7 has never let me down when there is a dirty wheel job to do.

After the wheel is clean and dry I would strongly recommend using a quality sealant ro seal the wheels. . Meguiars #21 Synthetic Sealant will do the job and not break the bank. I usually use Zaino after doing the entire car.

Nevr Dull Wadding Polish cleans them up, then a chrome polish to keep them that way. I was frustrated with mine to the point where I was going to have them re-chromed, and they cleaned right up to a mirror shine with Nevr Dull. It's cotton wadding in a can, soaked in some solvent. You pull off a small piece of wadding, and used it to hand polish. Its a slow process (15 minutes per wheel) but the results are amazing.
