what is a good vinyl cleaner that can get rid of scuff marks and things of that nature

ArmorAll wipes should be just fine for vinyl.

Meguiars Gold class for Vinyl/rubber etc.

The meguiars is good but anything that doesnt contain alchol is ok. look for silicone based cleaner it will help keep your vinyl soft.
