Could a neon light be put back there instead? Would these wires just be cut and then run into the neon?

it'* a 12V source... i don't see why not as long as the neon can run on straight 12V

Which is the ground wire? I would assume then its as easy as cutting off the wire there and then attaching it to the neon right?

its easy enough to find out with a multimeter or test light.

This maybe stupid but what are they? What do they look like? Any idea on costs. I would assume the wire with the white strip is not the grounded one.

I just bought an LED bar, but thats not bright enough but its cool and does the KITT scanner motion so I will use that for something. Hell it was on clearance for 9 bucks.

a miltimeter? measures voltage... a test light you just hook up a light bulb to 12V sources to see fi it works. anything that runs off 12 volts can be used to check for power. take one wire and touch it to one of the wires on your test light or multimeter, and put the other wire on the multimeter or test light to a ground somewhere else. if you get no power, switch the wires around.
