Paint looks terrrible....

Is it threw the clear coat? Wet sand it with some 2000 grit, then a good rubbing compound, then a good polish to finish it off.

it'* not threw the clear coat

a lot of it is bugs and I used some of that bug remover spray didn't work; also used baking soda and water didn't work either

I plan on getting some touch paint and making my way throughout the exterior of the car

Rubbing compound will remove any debris that are on the paint that just wont come off.

i tried rubbing compound on the hood and it got a lot of it out but now I have swirl marks where I used the buffer...

what rubbing compund do you recommend?

If you have swirl marks then you don't want any more rubbing compound. Get some Meguiers 80 polish.
