More specifically, I think it'* only a 99 thing. I've seen two or three Bonnevilles in the yards around here with rusty gas doors. Oddly enough, they were all 99s. :?

Yeah I did the same when I had mine repainted...helped hold out for maybe a month longer than it would have otherwise. Must have been inferior stuff or Alberta is worse (I know they get pretty gravel crazy here at times.
