Default Headlights

Okay so I am trying to pinch pennies but my headlights are screaming at me to either fix them or replace them...my problem is that they are getting yellowed and the driver side has the film coming off...I'll try and get pics today....have to find the camera first... Can I just try and polish the film off and the go in and apply the lens cleaner/polish? I want to clear the corners and lightly tint them..I know how to do that from other threads I just don't know for sure what would be the best option....
