Default Filling in mudflap holes

I am taking off my mudflaps and was wondering what to use to fill in the holes made by the screws. Any suggestions?

Someone will probably come up with a better idea then me, but i figure I would put my two sense in. I would maybe try rubber cement, or silicone sealer used for sealing around doors and windows on houses.
