For the black rubber I would get some tire cleaner or mean green clean the hoses completely and get some armorall spray on to the rubber when dry let it stand for atleast 5 min to penetrate then wipe off.

I have done this with my tires and they look almost new

For the extra touch up and matenance get some "wet and black" by turtle wax spray it on then wipe off this works great for tires also

All that stuff you just mentioned is a dust magnet. Use CD2. It cures and doesn't attract dust. It'* made for engine detailing.
