Wire brush, wire wheel, shot blast it, sand it,.............elbow grease.

If you're thinking of painting them, I'd do what he said as best you can first, or the paint will start to flake off in a few days.

After you get the most off you can, get a rust-converter product. Then paint. Rust converter change the oxides into a different chemical compound, so it can't rust out from underneath the paint again.

just make sure you dont take off too much stuff and put a hole in the manifolds, your car will sound like crap. It makes a ticking noise when you hit the gas

If it'* that bad, don't bother cleaning the rust. You should have replaced them years ago
