Default bumpe mold

this is my 91 Olds Toronado'* rear bumper facia. This has occurred over a period of years. It won't wash or wax off. It looks like mold.
Any ideas how to get it off?

You would need to sand it out and refinish.

Hey guys,
I thought I'd try something since I have nothing to lose if it doesn't work, and I could just re-paint it.
So I put full strength bleach on a rag and wiped it on the bumper and to my surprise it worked!
A few days later the area I put bleach on

had no mold.
I did the whole bumper and it looks great! No more mold.
It looks a little dull but I'm gonna see what a good polishing will do.
