Default Relay problem in '03 Monte Carlo

When my car is running it runs fine and there are no issues, but when i turn it off I get a rapid clicking out of the back up lamp relay and the horn relay. Does anyone have any suggestions on what my be causing this? I did try a new a relay and I get the same issues.

alot of times the clicking is caused by lack or ground capacity or power with bad connections
