Intermittently failing fuel pump or intermittently failing ignition switch are two common issues on GM vehicles that cause problems that reflect what you are experiencing.

Whats the part that ramps up RPM automatically when making a turn, but the engine is at a low speed. Like in parking lots, U-turns, etc? I know this is supposed to happen to make sure that the power steering pump doesn't rob too much engine power and cause a stall. Could this be the problem, that item not functioning correctly therefore RPM isn't being ramped up like it should?

IAC ? Idle air control , have you checked your air filter ? maybe your cat is clogged. Unscew one of your OX sensors and see if it goes away.
