Default Transmission glitch

My Fwd 93 Coupe de ville 60series is having a shift issue .
. It is taking off in Drive ,. Instead of shifting thru Low and Second gear .
I've been told that there is a fuse possibly #5 behind the glove box .that controls shift and traction control,. Is this true .?
Has anyone else come across this issue..?

So its defaulting limp home mode in 3rd gear?

If this is an E transmission, then yes, it does require a fuse to work properly. So check them all with a multimeter, looking at them will not suffice.

Fast and easy is to use a test light or meter to test the fuses.

That ^ is the best way to verify fuses.
