How did you test them? What were the results?
These can pass a simple resistance test and fail miserably under load.

I pulled the boots off of each one and checked for spark between the posts.

That test is only accurate if there is no spark then you know it'* bad. A spark does not mean it'* good.

Update

Turns out, the PCM was bad. I replaced it and did the key re-learn. The car started right up and idled good. I took it for a drive and it drove much better. It'* still a little gutless but it never missfired when I pushed it hard. Under a heavy load there is still a loud hiss coming from the engine compartment too. I wonder if the exhaust is restricted. I am also getting 2 codes, P1651 PSP switch input malfunction and P1406 egr valve pintle position circuit.

That P1651 could be the hiss.

I can get a hold of a vacuum gauge. How do I go about testing with that?

You watch it as you give it throttle to about 3500 rpm and hold it there. The vacuum should go high and stay there. If after a few seconds the vacuum starts dropping the exhaust is restricted.
