dip stick removeal

a friend has a 1988 buick regal with a 2.8l engine and the dip stick tube broke off at the block is there anyway to get the little piece out without having to remove the oil pan.

A small inverse puller or blind pilot bearing tool may work. Harbor Freight is where I got the pilot bearing tool and it works great for coolant elbow remnants and other odd items.
