You still have the rest of my list on your list, right?:

1. Remove the RAP fuses and try again and see what happens.
2. Check all fuses with volt meter set to continuity, test from tip to tip, not test point to test point
3. Check wiring and plugs connecting to the BCM, PCM, and EBCM.
4. What is the fuel pressure while the no-start condition is happening? I think you said 55PSI above, confirm?
5. Is there spark at the spark plugs while the no-start condition is happening? I think you said no above, confirm?
6. Are the injectors injecting while the no-start condition is happening?

Inadvertent power fuse removed the following codes present:
B1477
B2617 dimming circuit low
B1482 inadvertent short to ground
B1339 device power 3 open
B2958 security system sensor high

Fuse back in, codes cleared, rechecked, only B1477 remains

All fuses have continuity relays are functioning and systems are working.
At one point it a week back it was showing the security light and both service engine soon lights.
I now suspect I had something out or unplugged but at any rate I now have only one service engine soon lights on after the KO goes through it'* steps.

3. Check wiring and plugs connecting to the BCM, PCM, and EBCM.
Haven't visually inspected the EBCM yet but the OTOfix is communicating with all the pids in the anti-lock brake system.
Checking the class2 circuit power mode it shows all the key positions the message monitors are working

4. What is the fuel pressure while the no-start condition is happening? I think you said 55PSI above, confirm? Yes 55 at KO then drops to 50 and holds
5. Is there spark at the spark plugs while the no-start condition is happening? I think you said no above, confirm? Again confirm..3 new coils rechecked yesterday and within specs still no spark.
6. Are the injectors injecting while the no-start condition is happening?
Haven't scoped or listened to the injectors since reading them a week ago which captured the events but the OTOfix this morning says all 6 circuits are ok as is their history. And I smell gas fumes from starting attempts

I'm not sure which has me more confused.. the missing spark or the no volts at IP panel A3 in Run but there at Start. Like I mentioned above the scanner reads the key pids just fine in each position from Key In to Start which would seem to indicate the proper control is present to send the signal to me.

For the record.
Removed the ICM from the car and had it tested at O'Reilly'* just for the exercise and it is fine... Still.
Reinstall it turn on scanner check dtc'*... None.
Even after clearing them last time I still had b1477
I feel like a one armed guy fighting a ghost only now with my one arm tied behind my back.
Still no spark (test light at coil / wire) and same status with that H circuit only juiced in Start.

It hit me later in the day had the battery negative cable off overnight.

Can you see the tach needle moving while cranking?

No tach but the scan tool reads it just fine.
