Default Bad PVC valve?

Hello all. Totally new to the car world and even the gasoline engine world. I recently got a 1997 Buick LeSabre Limited. When I was going over everything, the car was running and i took the oil fill cap off and there was a vacuum and the car idled rough for a second or so. Sorry if this is a dumb question, I’m just new to this life. Thanks in advance

that was supposed to be "PCV valve" but it autocorrected and i dont know how to edit post lol

Nice clean LeSabre Ltd you have there!
I suppose with the car running and then removing the the oil fill cap, you may be creating a vacuum leak.
Does the car run fine when the oil cap is on?
Any engine light on by chance?

the car runs fine from what i can tell. i just inherited it from my grandmother who passed away in 2018. its been sitting until about 2 weeks ago when I got it. There was a check engine light on briefly(maybe 5-10 minutes) but hasnt been on since. i havent drove it much because it is still black tagged and i need to replace the rubber hose on the bottom of the fuel filler neck.

Sorry to hear about the loss of your Grandmother.
Yes go ahead & get the fuel filler neck rubber hose replaced.
No current engine light is good & If by chance one does come back on, get the codes read by an OBD2 scanner.
How old is the battery? Keep it charged up and consider getting it load tested when possible.
Since the car sat for a few years, it would be a good idea to do an oil change, and ensure you have fresh fuel in the tank.
Old gas is not good and adding a marine ethanol stabilizer to the fuel would be a very good idea.
The best is a product called StarBrite Star Tron: Star Tron Enzyme Fuel Treatment Gas Additive Small Engine

The battery is brand new, i put it in the day i brought the car home. Theres no fuel in the tank, rather if it was siphoned or leaked out do to the hose. Oil change is top on the list before i start driving it every day. i planned on getting a fuel treatment of some sort just hadn't decided on the brand. i will most definietly check out StartBrite. On the vacuum under the oil cap, that is unusual. Mine feels a bit like a vacuum when I take it off regardless of whether it is running or not. Something about how it mates with the extension. Could this be a possibility on yours?

A way to check would be to see if it feels the same when running versus not running.
