Default 97 Buick LeSabre...

Have full power, but car will not start. starter will not click or anything. Bought a bypass module but can't find the ECM to plug one wire into. can anyone tell me where the ECM is located? And should I just change the lock cylinder instead of the bypass?

Yea, don't F with it. It will just cause more problems down the road. Just fix it right the first time and be done with it.

Sorry ended up being a starter connection I guess. Jacked car up to jump starter, remembered I needed to turn the key on, decided to try to start it and lo and behold it started right up.

Yes, you can manually start it with a screwdriver with the power on. Even if the VATS is disabling the system. 1996 and newer, VATS disables the starter. 95 and older, it disables the injectors.

What they said ^^^^^^^ and glad you got it figured out!

To answer your other question: The PCM is that box between the air box and the driver'* side front fender.
