Century, Regal, GP etc other w body wipers have a problem with the parking tab on the assembly. What happens is the tab over time bends out of the way and the wipers loose the ability to park properly.

Pull the driverside wiper and cowl. Look to see if the wiper assembly is catching the park tab when it tries to reverse. If not, gently bend the tab in toward the center of the assembly slightly.
