Default 2001 Lesabre Limited - rims / wheels paint

Hi
I would like to restore the wheels of my 2001 Lesabre limited .
I put 2 picture , one is like my condition and the other picture is the result that I want .




my wheels with rust and I want to remove it with Dremel and paint it .
anyone have idea how to clean and paint ? how to paint it ?

. . . you'll see lots of good stuff. I just looked.

Those are aluminum. If you want to be extra certain, try to stick a magnet to them.
