Default 2000 buick regal multiple evap problems

I've repaired leak in purge line, replaced vent valve, new gas cap,but still have a problem leak.I removed filler neck.replaced cap and blew through backside of filler neck.leaked like it didn,t even have a cap on.I've tried multipal caps with same result. Is this normal?

not sure if thats normal, what specific code are you getting and which engine do you have? normally leaks are found by inspecting for rust holes, the gasket on the cap, throw some gas down the tube and see if anything gets wet, inspect the canister tubes. alot of times its the vent valve, but you replaced it.

I FOUND IT It appears there is a plastic insert in the cap end of the filler neck that the cap seals on.Air is leaking between metal neck tube and plastic insert.
