Default 08 La Cross Dash Lighting Issue

My Grandfather has a 2008 La Cross that he has stated the dash lights are very dim since he got the car back in 09. He has taken it to the dealership and they state that there is no problem with it. I have tried to adjust the lights as well but have not found how to make it any brighter. Then just last month, the radio went out. The only way to change anything on the radio is through the steering wheel controls. He has taken it to two dealerships and they both say he needs to replace the radio. I read online that there was an issue with the Body PCM and it needed to be reflashed. When I went to my local Buick dealer they say that there is no way to reflash the PCMs. Does anyone have any idea what could be wrong or do we need to look into a new radio?

the BCM is the technical name or the body control module, that controls the lights and such,the dimmer is an input to the bcm. and i am not sure why they would say you cant reprogram it, because it needs to be done anytime its replaced
