1995 Lumina. Need help

1995 Lumina. Need help
Bought a 1995 Lumina back when it first came out and the dealership had ATS security systems installed on their cars. Basically its tied to the ignition system and has a little slot underneath the steerwheel and a chip is put in there.
Foward 10 years, car gets stolen and the dummys accidentally knocked off the chip and so the car wouldnt start. We find the car and find the chip on the ground and put it in the house while the car sat. Well with our luck the house burnt down and the chip is gone.
So now the Lumina wont start because the chip is gone and the ignition has locked up because of it. The car does turn on the radio with play so will all the lights but the car will not turn over at all.
We called a bunch of dealerships and most of them have no idea what were talking about and its hard to figure something out because the car is not moveable only by towing it.
So we basically want the piece of crap removed but dont know how, we know theres a lot of grounds. Does anyone have any idea?

the only chip i can think of is in the ignition key. i hav enebr heard of them cars having something like that under the steering wheel? id say if your looking to get it running to sell or drive to tow it into the dealership cuz a person can only explain so much over the phone where as a visual would make a big dif. i used to work in a good local shop and at a chrysler dealership but am no expert still lol. but thats what id suggest doin from an auto techs point of veiw. hope ya get it figured out mang

sounds like the ATS is a higher quality alarm system that instead of just bypassing the VATS system with a resistor, it allows it to pass through or emulates it so that the PASSKEY system works as intended....
got any pics?
the simplest solution(IMO), if i'm right about this, is to either reconnect the VATS system as intended if you want to keep it, or bypass it if you don't. if the PASSKEY module is still connected and isn't replaced by the ATS, then you can do either easily.

I just want to be able to get the running. Honestly I don't care about the security. I tried lookiong at it and there'* like 8 grounds. I already tried removing one of them but I don't reallyu know what I'm doing. I will get pictures soon.
