wont shift into 4th?

It tells you the TCC is locking and unlocking. Because you might be in 3rd, you need to use the shifter to double check and count gears.

so your saying put it in 3rd and see if it locks and unlocks,cause i know in was in fourth when i did that so if it does it 3rd also its not the tcc and it is the splines?

Actually. Put it in third, wait for it to lock. Then knowing the RPM, put it in 4th and see if it engages and drops the RPM even further.

I did that and the rpm does drop further from 3rd to 4th does this mean its working properly,what should be my next step after knowing this now

If you saw 1-2 shift, then 2-3 shift, TCC locked up in 3rd, and the rpms went down even more when you shifted to 4th, then it would seem the trans is shifting in all gears and TCC lockup.

What are your rpm'* at 70mph when normally cruising down the highway?

that'* in 4th with the TCC locked. Seems to be working properly.

well now that that we know that works my car still somtimes dosnt shift out of third into 4th its done it cold or at normal operating conditions,its only done it a few times,but i would really like to narrow it down.Ill see what it does after the service,that may be all it needs.But i just feel that its coming in and out of lockup when it dosnt need to,say going up a hill in 4th it seems sluggish.But you see that may be another problem in itself and not a tranny problem

Well...that could be tune up, TCC brake switch adjustment (see Dan'* post) etc.
