Remove your belt and run it for another minute. Not longer, as your water pump won't be spinning. If the sound goes away, start spinning pulleys until you find the culprit.

while investigating the source of this strabge sound we found out that when we take the oil fill cap the is an extreme vaccum sounds something like a powerfull vaccum cleaner then we also discovered that when the strange sound came in and we thake the oil dip stick out the sound goes away what could be causing this

The sound from the video clip sounds like an idler pulley, did you remove the belt to isolate the noise yet?

The vacum sound could be normal as there is a good pull at idle, try reving the engine a little while in park, does it stop?
