Default RPM Fluxuation when gas capped is removed.

When I was getting gas this morning...I let me car idle ( it was still cold )...no biggie...but when I removed the Gas Cap do put gas in there..the car went from 600rpm'* to 1500 rpm'*..and went back and forth...like someone was hitting the gas pedla ever so slightly. Anyone else have this issue..?

maybe vacuum ?

Removing the gas cap with engine running is abnormal procedure. If by chance the EVAP system was running a purge cycle (purge valve open) while you removed the gas cap, then this could maybe explain the fluctuating rpm.
