Default Question: "old thread" vs starting New Topic

:? I have a question: This morning I noticed someone complaining about "digging up old threads" and the person was told to "start a new topic."

Personally, I have found it MUCH BETTER to continue building on existing threads. Otherwise, a person has to search and sort through GOBS of threads that are all on the same topic

Is there an "official position" on this ??

Thanks
