I can't see why it is illegal either. I think the only time it would become a legal issue is if you knowingly sign a false odometer statement when you sell the car. Otherwise, the odometer reading doesn't really matter much, except for maintenance issues.

Well yes & no.....Other companies like DHP utilize a computer software program that emulates the Tech II functions.

Legallities or not! You CAN sell a car with a false Odometer reading. I've bought my 92 SE with this problem. The second owner replaced the cluster from a wrecking yard w/o re-setting the odometer. I bought the car knowing it was reading 65,000 KMs more than what was actually on the car. What I didn't know was the dealer HE bought it from had the old (wrong) Odometer listed on the bill of sale to him. Since I now work at that VERY SAME Dealership (LOL), I had to right a big long explanation for GM so I could get some warranty work done on the car aftyer I re-set the Odometer back to it'* original number.
