Odometer doesn't match PCM

Odometer doesn't match PCM

I used a scanner to see what my mileage was according to my PCM. The scanner came up with 65,891. My Odometer says 63,323. How can the two be so far apart? What does this mean?

They read differently so it doesn't take a lot for them to be off. All of them that I have seen have been like this.
