Default Left front tranny/motor mount mystery part

Working on the left front of the car and noticed this weight type piece hanging loose from the left front tranny mount/motor mount. It is actually right in the left front wheel well. Anyone know what this is and the importance?

Better picture. It is clamped around the left front motor mount. 2003 Pontiac Bonneville
