On my 01' all I have to do is turn on the parking lamps on the stalk and the headlights go off and only parking lights and fogs remain. I did it just tonight to check, and I was driving down the road w/ no headlights...only parking and fog. I didn't modify a damn thing, or remove DRL or anything. This is simpler than you think, lol.
