I'm not a fan of those front ends

Wow, thanks for all the info. But it looks like the best way for me to do this is to go in from underneath ( I don't want to screw with my head light assembly. It'* not broke and I'd like to keep it working). But there is a huge black panel under the front bumper blocking access to the fog lights. I noticed bolts that I can unscrew so I'll give it shot some time this week and let you guys know how it worked out.
By the way ALLDATA just happens to have the 03 Bonneville SE as their demo vehicle. But their explanation of replacing the fog lights wasn't all that helpful.

its up to you but to me taking out 2 10mm bolts and pulling the headlight housing (i've done it a million and one times) is much easier than taking out the stupid clips GM used to hold that air dam on, I broke half of them taking them out

Don't remove the air dam. Don't try from the top. Lay on your back, reach up, grasp the bulb housing and turn it counter clockwise. If you can't get enough leverage to turn it, there are flats on the base of the bulb you can use an open end wrench on. Use your new bulb to determine which wrench fits best.

He did his on an SSEi, they don't have an air dam, removing the headlight is the fastest and easiest
