gas mileage still not great

ok i did it all, new gm o2'*, new fuel filter, new plugs and the wires are perfect, needed new tires so i did that too, still 19 on the highway and i still think its the trans, going up a incline it bogs quite a bit in 4th gear before itt release and kicks down into 3rd, seem like when you drive normal its going through the gears a little too quick
