On a 2002 SE with 50k miles... should the front struts/shocks be worn out? I know there are a lot of variables, but this car has only seen relatively smooth city streets and highways.

Any recommendations on the best replacements? Inserts or the complete strut?

Like you said, there are too many variable to determine whether 50K is too soon to replace OE shocks/struts. Unless things have changed(and sometimes I think they should) you'll be replaceing the strut and not just an insert. I've had good luck with KYB Struts but it seems they do not make them for all Bonneville years.
