Is it a 2000 SSei? When you get a chance, check out your profile and add your year and trim level to it - it will show up on all posts automatically and you won't have to state it each time.

How many miles are on the wires and plugs, fuel filter, etc? This will help the others to answer you.

Is your Check Engine light on?

My 99 did a similar thing when my MAF sensor crapped out, but without seeing if your car is throwing a code for something particular you could end up chasing ghosts and and wasating money.

The first thought that comes to mind is the crank position sensor (CKP) may be failing. When the RPM'* exhibit that bounce, is the engine operating in a stable state, or is it in concert with the rpm bounce? On the fuel side, pressure on the fuel rail should probably be checked. I'm assuming that the check engine light is not illuminated.

OK, there'* your starting point. If the plugs and wires haven't been done by that mileage, it is well past due. Change those, and we'll go from there. The check engine light flashing indicates multiple misfires that could be damaging to your catalytic converter.

Yes, that information changes the whole starting point for trobleshooting this problem. I agree with Archon, get some good quality replacement plugs & wires (not Bosch), then we'll see what happens from there.

If you suspect any kind of electrical problem... have the battery checked.
