I've had a problem with a/c coming out of both vents during summer but when I turn the hear up I get cold air out of drivers side and hot our of passenger side. Froze my legs off all last winter! Any ideas...is it low refrigerant or an "actuator" problem?

Sounds like a bad driver'* side air mix actuator. Low A/C should only affect the cooling in the car during the use of the Air conditioning. If you are heating the car, the the driver'* side will only blow cold, that is telling me that the actuator that controls the driver'* side of the vehicle is not switching between hot and cold.

Now that sounds like an acuator problem.

Look under the driver side dash and you can see the nub of the actuator. Turn the controls hot to cold and see if it turns
