Default 2000 SSEi starting problem

Just recently i had redone my 2000 SSEi bonneville and it wont start. I have checked and double checked all of the connections, grounds, and fuses. There is no power getting to the starter solenoid. I urgently need some helpful insight onto how to get this started.

When you say redone, what did you redo?
No power to the battery cable at the soleniod or the soleniod trigger wire?

I had the heads off and did some porting work. I had already checked to find out which wire did not have power and it was the soleniod trigger wire. In the fuse box under the hood i did a test and the wire isnt broken after the box. One pin for the relay has power all the time and another has power just with the key in the start position. Is it possible that the fuse box is not grounding good enough to complete the circuit?
