Default 2000 ssei climate control problem

hey guys im workin on a 2000 ssei with dual zone climate control. the mode selector doesnt work and is stuck on defrost. ive gotten as far as locating the actuator and finding that it is not moving so i know at least im not dealing with a stripped door rod or something. does anybody have any ideas is this a common problem with these cars?
