Well heres the next chapter in the saga. I unplugged the ignition switch and was able to "hot wire" the car, so I have pretty well narrowed it down to the ignition switch. Has anyone changed one of those. It looks like it is going to be a bit of a pita. An awkward spot to get at and some adjustments are required.

By the way, I found the shop manual for my '95 Camaro and am using that to do the repair.
