under hood light problem

under hood light problem
I have a 94 Bonneville...the under hood light will not come on.
The bulb works fine though in another circuit so it is not a burned out bulb.
Used my multimeter to check to see if there was power to the under hood light socket and there was none.
Can someone explain how the circuit functions?? How does the light know to come on when the hood is open?? Is there a swiththat trips for when the hood opens?? Or is the under hood light socket some sort of gravity switch?
Any ideas on what to check??
Does anyone know which fuse circuit the under hood light is hooked up to?

From the 93 FSM: "Engine Compartment Lamp"
It gets ground at G104 through S102 and C130.
Power comes from Fuse 21 through S259 to C130.
Fuse 21 is powered from Fuse 14 when the Head/Park lights are on.
Both Fuses are under the dash.
