Default What is this?

I never noticed this till today when I had the time to actually clean off the supercharger and fuel rails...but there are these 2 pieces of metal twist-tied around one of the fuel lines. A buddy of mine saw it and guessed it was one of those gimmicks where its said that by "magnitizing your fuel, you will increase fuel mileage".

Eh?
