Yes it could. Shifting takes several variables in to consideration when it shifts, like RPM, Throttle position, speed of car, etc. However. If the TPS is a problem you should feel the RPMs change in a not smooth way.
becaouse i have dne the test with my multimeter and the 5 volt test is good so i moved on to the next and i have like 0.04 volts at idle and when i move the throttle the volts do not change at all does this sound like a bad tps

Looking over the manual a faulty TPS is the first thing listed on a low down shift. After that it'* shift solenoid valve problems. And that'* inside the transmission behind the side pan. I suggest having the car scanned. Some transmission codes to not trip a SES light, but will still be stored. Post those codes up here.
