I took the PA to get the codes pulled finally and the guy told me that neither one of the scanners could retrieve codes from it. He blammed it on a communication error between the computer and the port but I think its the scanners he was using or the user. I will take it to the stealership soon and let them do it.

How easy are the PCMs to go bad in these cars? Alot of my issues seem to be due to a bad PCM and I've been told (assuming that the scanners he was using were correct) that not being able to retrieve codes is a sign of bad PCM. Any ideas?

The 94 and 95'* have an OBDII connector but are OBD1 (or 1.5?) inside, Not all OBDII scanners can read them. Personally I would try getting it read for free from an Autoparts store (Advance Auto, Autozone...) before spending money at the dealer. If they can't do it then maybe consider the dealer.

I've tried all the part stores in town and no one can help me. Thats why I took it to this shop today....not having very good luck with this thing.

The 94 and 95 use an OBDI protocol in the PCM but have an OBDII cable. Most parts stores plug in the connector that fits under the dash, (OBDII) and find the computer will not communicate. The scan tool or reader must have OBDI capability, be properly configured, and have the correct cable. A good shop should be able to help you. Certainly the dealer will, too. Maybe there is a BC member with an Actron 9110 or 9145 near you. Both of those tools will read the hybrid 94 and 94 PCM.
