Okay, I also need any tricks or info for getting just the outer off. I'm having a hard time removing it from the inner without the whole thing spinning.

Two steps like that means to torque it to the first spec, then tighten it another 60 degrees (less than 1/4 turn) and you should be at the second number.

I haven't done my tie rod ends yet so I don't have any tips or tricks yet.

Spray it down well with a good penetrant like PB Blaster, let it soak for a while. Loosen the jam nut. The tie rod has flats on it on which you can put a wrench to hold it while turning off the outer tie rod end. Some of them can be stubborn in particular the jam nut.

At the inner end of the outer tie rod is a large hex nut that is tightened against the outer tie rod. That holds things in place once the alignment is set so that things do not turn on their own. That has to be loosened before you can remove the outer. If you're lucky, you may be able to loosen the end without loosening that, but it'* easier if you do. I loosen that nut first, before I remove the tie rod end from the knuckle.
