Default Throttle sticking? NOT!

My son drives my 1994 Bonneville SSEi and has been complaining that the throttle sticks at times. So I cleaned the linkage and lubed it then test drove it. Throttle stuck anyway. So I thought it might be the throttle body. I disconnected the cables and worked the throttle assembly over 300 times. No sticking. Test drove it again. This time when it stuck I pulled over (safely, in a parking lot) and killed it with the throttle stuck. I disconnected the throttle cable and there was NO stress on it and the throttle was open. So I took off the cruise cable and it was TIGHT--the throttle popped back as soon as the cruise cable was off. So now the throttle doesn't stick anymore. It wasn't the throttle in any case, it was (and still is) the cruise control malfunctioning! Could that be a vacuum problem with the cruise or is it just a bad cruise box?
